BOARD OF EXAMINERS
The Governor, Secretary of State, and Attorney General constitute the Board of Examiners. The meetings of the board are held at the seat of government at times set by the president. The Governor is the president, and the Secretary of State is the secretary of the board, and in the absence of either, an officer pro tempore may be elected from their number.
When authorized by and within the limits of a bond act, the Board of Examiners may issue and sell bonds of the state in the manner that it considers necessary and proper to provide funds for the purpose set forth in the bond act.
A "bond act" is an act approved by the vote of two-thirds of the members of each house of the Legislature, or by a majority of the electors, authorizing the issuance of bonds for the purpose set forth.
